Q (1). What is SDA ?

Sarhad Development Authority (SDA) located in the North West Frontier Province (NWFP) Pakistan, is a public sector corporation with its own Board of Directors. It was established under the North West Frontier Province (Sarhad Development Authority) Act of 1972, for the promotion of the following in the North West Province (NWFP):-

Q (2). What are SDA's objectives ?

Ans. The SDA's objectives are as follows :-
  1. Planning, Promotion, Organizing and implementing programmes for the establishment of industries and commercial ventures.

  2. Tendering advice on the technical, operational and commercial feasibilities of any programme or schemes specified by the Government.

Q (3). Who is SDA looking for ?

Ans. SDA is looking for local and foreign investors for investment in the Industrial Sectors as joint ventures with SDA or on their own. In joint venture projects, SDA's main role is that of a promoter and facilitator, keeping share of 5-10% equity of the project cost. The management is left to the private partner / investors. SDA's part of investment will be in the form of land within Industrial Estates, minor investment, reports, maps, promotional activity, provision of land, utilities/infrastructure and also as a facilitator.

Q (4). What can YOU (the investor) get from SDA ?

Ans. SDA being Provincial Government Semi Autonomous Organization will act as a facilitator, promoter in helping the private sector, both local as well as foreign, in investing in viable ventures in province.

Q (5). What opportunities exist for investment in North West Frontier Province (NWFP) ?

Ans. There are tremendous opportunities for investors in NWFP in the industries, mines, hydel power generation, tourism and trade sectors. Project portfolios for investment in NWFP are available on the following:-

In the Industrial Sector SDA has developed major Industrial Estates at Peshawar, Hattar, Gadoon, Nowshera and Jalozai. The objective of developing these Industrial Estates is to develop infrastructure facilities and provide utilities for facilitating Industrial growth in the province in an organized manner. Export Processing Zone at Risalpur  :-

With a view to promoting export oriented industrialization, the Export Processing Zone, Risalpur approved by C.D.W.P. on 11.12.1997 has been set up jointly by Sarhad Development Authority and Export Processing Zone Authority, Karachi on self financing basis. The Zone, spread over 92 acres area comprising Industrial and Warehouses plots have been provided with all the infrastructure facilities as per international standard.

Q (8). What has the SDA done so far ?

Ans. In the Industrial Sector, SDA performed a lead role in the Industrial Development of the N.W.F.P. by establishing about 13 large and medium units across the Province. The major units which includes a Sugar Mill, a Leather Tannery, a Maize and Corn Factory, Cold Storages etc, under Government policy have mostly been privatized.

Q (9). Who are the people managing SDA ?

Ans. SDA is managed by a semi-autonomous Board of Directors. The Board of Directors comprises of Director (Finance & Administration), Director (Planning & Implementation) and is headed by Chairman, SDA who is also the Chief Executive of the Authority. The SDA's Directors are civil servants and senior technical personnel or on deputation from other Governmental Departments. Senior management comprises of General Manager (Planning), a senior and experienced engineer by profession, G.M(Finance) a professional in the field of Accounts and Finance, General Manager(Administration), SDA. Besides a fleet of experienced Civil Mechanical and Electrical Engineers are managing and running the Industrial Estates and Industrial Projects. SDA is in sound Managerial and Technical hands in Industrial Sector.

Q (10). What is SDA's organizational structure ?

Ans. The Chairman, SDA is the overall head of the organization. The respective Directors of the Board of Directors head the respective Directorates.

The Director (Finance) is the head of Finance Directorate and a nominee of the Provincial Government, Finance Department.

The Director (Planning & Implementation) is incharge of Planning and Implementation Directorate and Project Managers of Industrial Estates who report to Director(P & I) through General Manager(Technical).

Q (11). Planning & Implementation Wing ?

Ans. This wing consists of one Directorate. The details of which are as under:-

The Directorate of Planning and Implementation is responsible for preparation of all Industrial Schemes, besides rendering assistance in preparation of PC-I Schemes / Projects for approval of the Government. After necessary approval is given by the Government, the entire supervision / execution of civil and electrical works and erection of machinery etc., is also the responsibility of this Directorate. The operation of Industrial Projects / Estates is also managed by this Directorate.

Q (12). Administation Wing.

Ans. Administration Wing deals with all administrative and personnel matters at the Head Office as well as the Projects of the Authority which include recruitment, advertisements, disciplinary / legal actions, transfers / postings, promotion and transport, ACRs, Declaration of Assets and Training matters, besides the day-to-day routine work .

Q (13). Finance Wing

Ans. This wing consists of one Directorate headed by a Director. Its responsibilities include:-

  1. Preparation of Budget and getting its approval from Board of Directors/ Government of NWFP.
  2. Maintenance of Accounts of the Authority for the purpose of Audit, by the Auditor General of Pakistan and Chartered Accountants Firms.
  3. Scrutiny of financial aspect of the schemes / projects / contracts / tenders of the Authority.
  4. Arranging funds from Government and from financial institutions.

Q (14). SDA's New Vision & Strategy - Short Term - Medium Term.

Ans. Given the changed economic environment, emphasis will now be laid on SDA acting as a facilitator, promoter and catalyst for industrial and commercial growth through local and foreign private sector participation and cooperation. Whereas SDA's role as an up-front agency for growth will continue, there will be a perceptible shift towards creation and provision of an investor conducive environment, infrastructure and allied facilities, advisory services, one window operations, skill and technology transfer, promotion of Export Processing Zones, induction of a robust regulatory regime to ensure security of investment, a liberal and transparent economic environment and elimination of red-tape.

The industrialization strategy of the Government of NWFP is predicated upon local natural endowment to ensure long-term competitiveness and stability.
